- 人情不论是非利害,莫不乐便己者,恶不便己者。居官立政,无论殃民,即教养谆谆,禁令惓惓,何尝不欲其相养相安,免祸远罪哉!然政一行而未有不怨者,故圣人先之以躬行,浸之以口语,示之以好恶,激之以赏罚。日积月累,耐意精心,但尽熏陶之工,不计俄顷之效。然后民知善之当为、恶之可耻,默化潜移而服从乎圣人。今以无本之令,责久散之民,求旦夕之效,逞不从之怒,忿疾于顽而望敏德之治,即我且亦愚不肖者,而何怪蚩蚩之氓哉。
